Who We Are

The Wisconsin Council of Administrators of Special Services, Ltd. (WCASS) is the professional organization for Special Education and Student Services leaders. We serve over 350 members who administer and support student services and special education programs throughout the state of Wisconsin. 

WCASS continues to evolve in the way it meets member needs. The organization was established in 1994 by a group of special education administrators (formerly known as Wisconsin Council of Administrators of Special Education) and pupil services administrators (formerly known as Wisconsin Council of Administrators of Pupil Services), who came together to share resources and information to better serve students in Wisconsin. These leaders chose the title that merged the two names. WCASS was incorporated on May 3, 1995.

WCASS joined the Wisconsin School Administrators Alliance (SAA) in 1994. This policy and legislative lobbying organization is composed of the Wisconsin Association of School District Administrators (WASDA), the Association of Wisconsin School Administrators (AWSA),  the Wisconsin Association of School Business Officials (WASBO) and the Wisconsin Association of School Personnel Administrators (WASPA).

In 1999 WCASS hired an Executive Director to oversee day to day operations and ensure that the professional learning and policy and legislative activities of the organization align with member needs. 

In 2024 WCASS hired Co-Directors of Member Learning to expand learning opportunities and ensure the professional learning needs of members are met. The WCASS Principles and Competencies were developed to ground professional learning and serve as a professional advocacy tool for our members. 


Today’s Wisconsin Council of Administrators of Special Services continues the tradition of  providing high quality professional learning, connecting leaders,  and to being the voice of our members through policy and legislative advocacy.
